Voters in District 196 approved both questions of a bond referendum special election to address current and future facilities and equipment needs in the state’s third-largest school district. The combined $493 million is the largest successful bond referendum in Minnesota history, topping the $326 million bond referendum in White Bear Lake Area Schools in 2019.

There are over two dozen projects associated with this referendum ranging from a new elementary school, a new middle school, major renovations to a high school, multiple high school activity centers, safety / security upgrades district-wide, building additions, and miscellaneous projects throughout the district. Construction starts in 2024 and goes through most of 2027.

COMPLETED

Emerald Trail Elementary

Emerald Trail Elementary School, located at the intersection of Akron Avenue and Bonaire Path West, is now complete. The new facility welcomed students in August for the 2025–26 school year.

Dakota Ridge Addition

Construction of the Dakota Ridge School addition, featuring a new dedicated parking lot, was successfully completed and opened in early Summer 2025.
